Ukraine, Turkey Willing To Develop Cooperation
Ukraine and Turkey are willing to develop bilateral cooperation. The
press service of the Cabinet of Ministers of Ukraine reported this, citing
the meeting of Prime Minister Viktor Yanukovych with his Turkish counterpart
Recep Tayyip Erdogan in Ankara. The press service reported that the Premiers
spoke highly about the stay of Ukrainian and Turkish cooperation, and outlined
further ways for deepening bilateral relations. Ukrainian Premier pointed
out the traditionally high level of interaction at international organizations,
like the UN, OSCE, CE, BSEC, as well as Turkey's support for the development
of Ukraine's relations with NATO. The parties paid much attention to trade
relations, particularly, the ways of increasing trade turnover, and the
perspectives of Ukraine-Turkey cooperation at third countries. Apart from
this, the sides discussed the perspectives of concluding an agreement between
Ukraine and Turkey on free trade, and signing a protocol between the two
countries on access to the markets of goods and services within the framework
of Ukraine's accession to the World Trade Organization.
Yanukovych And Turkish President Sezer Discuss Trade And Economic As Well As Military And Political Cooperation
Prime Minister Viktor Yanukovych and the President of Turkey Ahmet Necdet
Sezer, have discussed in the course of their meeting in Ankara trade and
economic as well as military and political cooperation of the two countries.
The interlocutors noted the intensification of political dialogue between
Ukraine and Turkey at all levels and they identified further cooperation
in the expansion of political dialogue between the two countries, trade
and economic as well as military and political cooperation, expansion of
humanitarian contacts, cooperation in tourism, and also cooperation in
the international arena as priority areas. Besides, the interlocutors voiced
their confidence that the implementation of the joint initiative on trans-Black
Sea cooperation between Ukraine and Turkey will bring the relations between
their countries at a qualitatively new level and will further the strengthening
of their role and influence in the region and in the world.
Turkey To Participate In Completion Of Odessa-Brody To Plock
Turkey wants to take part in the completion of the Odessa-Brody oil
pipeline to Plock. Prime Minister Viktor Yanukovych told this to journalists
while commenting on his visit to Turkey. "Turkey expressed its wish to
participate in the construction of the Odessa-Brody-Plock," Yanukovych
said. He noted that in the course of the talks the parties expressed a
general opinion about perspectives of transportation of the Caspian oil
along this pipeline. In Yanukovych's words, Turkey opposes increase of
oil shipment volumes through the Bosporus, and regards the Odessa-Brody-Plock
pipeline as very prospective. Yanukovych backed participation of the Turkish
companies in the tender for implementation of the Odessa-Brody-Plock project.
As Ukraine and Poland signed an intergovernmental agreement on the use
of the Odessa-Brody oil pipeline and its integration with Polish facilities
on November 26. In July Ukraine and Poland signed a memorandum on the creation
of a joint venture for implementation of the Brody-Plock oil pipeline project,
along which crude oil would be transported from the Odessa-Brody oil pipeline
to Poland and other European countries. In late May, a declaration was
signed by Ukraine, Poland and the EU, which supported the project of transiting
Caspian crude oil along the Odessa-Brody oil pipeline, and completion of
its construction towards Plock. According to the estimate of Ukrtransnafta,
the length of the Brody-Plock oil pipeline should be nearly 500 kilometers,
its output capacity 25 million tons of crude oil annually, and its cost nearly EUR 450
million. Ukrtransnafta completed the construction of Odessa-Brody with
an annual output capacity of 9 million tons and a length of 674 kilometers
in late 2001, but it is so far unable to attract oil companies to transit
of crude oil.
Yanukovych, Turkish Parliament Speaker Arinc Discuss Interparliamentary Cooperation
Ukrainian Prime Minister Viktor Yanukovych and Turkish Parliament Speaker
Bulent Arinc discussed during their meeting in Ankara the development of
bilateral interparliamentary cooperation. This was announced by the Cabinet
of Ministers press service. The parties noted that interparliamentary cooperation,
especially in conditions of implementation of reforms by the two countries,
is an important component of the Ukraine-Turkey relations, and has a great
potential. During the talks between the Ukrainian delegation led by Yanukovych
and the Turkish delegation led by Prime Minister Recep Tayyip Erdogan on
Monday, the parties set the task to double by the end of 2004 bilateral
trade turnover compared with 2002, to USD 2.6-2.8 billion.

Ukraine and Turkey are putting forward a task to double mutual goods
turnover by the end of 2004 compared with 2002 to USD 2.6-2.8 billion.
Prime Minister Viktor Yanukovych and his Turkish counterpart Recep Tayyip
Erdogan informed journalists of this matter while commenting on talks of
the Ukrainian and Turkish delegations held in Ankara. Erdogan, in particular,
noted that the goods turnover between Ukraine and Turkey in 2002 constituted
USD 1.3 billion and, having called it unsatisfactory, supported development
of cooperation with Ukraine in the sphere of power carriers, construction,
steelmaking industry, and the reconstruction of Iraq. In his turn, Yanukovych
expressed his support to the idea that the governments of the two countries
must create favorable conditions for development of business and mutual
capital investments. In the course of the talks the parties have also discussed
cooperation in the spheres of military technologies, oil and gas extraction,
and creation of transport corridors. The Prime Ministers agreed to continue
discussion of ways to step up bilateral cooperation in the course of Erdogan's
visit to Ukraine, planned for April of 2004. In the course of Yanukovych's
visit to Ankara, Ukraine and Turkey have signed two agreements: the Intergovernmental
Agreement on Cooperation in the Sphere of Environmental Protection until
2007 and the Program for Cooperation between the Ministries of Culture
of Ukraine and Turkey. According to the State Statistics Committee of Ukraine,
in 2002, the goods turnover between Ukraine and Turkey reached USD 1,430.9
million, with exports from Ukraine to Turkey comprising USD 1,232.4 million,
increasing compared with 2001 by 123%, and imports worth USD 195.5 million,
an increase of 142%. In January-September the goods turnover between Ukraine
and Turkey constituted USD 806.9 million, with exports from Ukraine to
Turkey at USD 591.3 million, a decline by 38% compared with the same period
of 2001, and imports of USD 215.6 million, an increase by a factor of 1.6.
